Looking for used tractor 2WD or 4WD

I am looking at buying a used Tractor and have found that on my limited budget that I can save quite a lot if I buy a 2WD instead of a 4WD unit. In fact the for less money I can get a much larger 2WD tractor. Is it mainly hilly ground that a 4WD is a must have?
